In some cases the poloice would send officers out just to check out the situation only to find out that the callers were needing very ordinary things and were not in fact emergencies. The police departments quickly realized that without help from the coummunity that they were going to have a very underserved segment of the population. That opened up some great opportunities for many people that could speak English and Spanish.
